Parish Council
Roxwell Parish Council consists of seven members. The elections for Parish Councillors take place every four years, the next election will be in May 2027.
The Parish Council is a corporate body with a legal existence of its own, quite separate from that of its members. The decisions of the Council are the responsibility of the whole body.
Parish Councils are granted powers by Parliament including the important authority to raise money through taxation (The Precept), and a range of powers to spend public money.
The Council is an elected tier of local government, although many of the elections in Roxwell have been uncontested at the polls.
Other tiers, Essex County Council and Chelmsford City Council, have a legal duty to deliver services such as education, town and country planning, environmental health, and social services.
Parish Councils have certain legal powers to take action, but they have fewer duties and greater freedom to choose what actions to take. They can play a vital role in representing and providing for the interests of the community they serve.
Furthermore Parish Councils can influence other decision makers; they may also work withing the legal framework to deliver services which meet local needs.
Roxwell Parish Council meetings are held on the second Wednesday of the following months.
January -March – May (Annual General Meeting) – July -September – November.
(The Annual Meeting of the Parish is usually c0nvened in March.)
The meetings take place in The Reading Rooms, starting at 7.30pm, unless otherwise advertised.
Each meeting starts with a Public Participation Session of 15 minutes, at which parishioners may speak on any matters of interest, or concern.
In between meetings any parishioner seeking advice on an issue, or wishing to make the Council aware of an issue, should in the first instance contact the Council’s Clerk.

We cannot always guarantee to have the answers to a query or problem, as such may be beyond our control. If this is the case, the matter would be referred to the relevant authority, who would be best to deal with it.
The Parish Council provides two play areas – The Toddlers Play Area, which is for the younger generation and for this site it is recommended that all children are accompanied by an adult. The Recreation Field has a football pitch and cricket square, with a pavilion which offers changing and shower facilities. For the older children there is a large play area, and basketball. In 2018 the Recreation Field was voted the best in Essex for villages with a population of under 2500, in the competition organised by the Essex playing Fields Association.
